Although the ship only displaced 12,500 tons, there were three classes onboard, plus additional barrack space for 500 soldiers. Each section is color coded showing lots of deck space for First and Second classes, and a tight fit for anyone down in Third. I am guessing that when the ship actually carried 500 soldiers to the restive colonies
